 Overview

Bluestone Wind, LLC, a wholly owned subsidiary of Northland Power Inc., holds a Certificate of Environmental Compatibility and Public Need under Article 10 of the Public Service Law to construct a 112 MW wind facility in the towns of Sanford and Windsor, Broome County, New York. The Certificate was granted by the NY State Board on Electric Generation Siting and the Environment in December 2019 and confirmed in April 2020 on rehearing. The project's former owner, Calpine, transferred this project to Northland following approval by the Public Service Commission in July 2020.

All large New York State power generation projects must follow the Article 10 Siting Process prior to construction and operation. Bluestone Wind submitted its application on September 18, 2018. The process required upfront funds of $124,000, to be given to municipalities and local parties to reduce expenses incurred during the process, that were awarded on March 7, 2019. The application was deemed complete on December 27, 2018. Formal hearings and adjudication took place in the spring and summer of 2019. A Recommended Decision was issued by the hearing examiners on October 1, 2019, and the Siting Board approved the Certificate on December 16, 2019.

 Features

  • Is connected to existing New York State Electric and Gas Corporation transmission line, delivering power to the New York State grid.
  • Represents a viable, long-term revenue stream for families in the form of land-lease and good neighbour-agreement payments during the development and operation phases.
  • Creates additional jobs and increased demand for local goods and services.
  • Increased revenue for the town, schools, hospitals, libraries and emergency services will flow through the Host Community Agreement and an anticipated PILOT Agreement. The Host Community Agreement was signed in March 2020 by the project, the towns of Sanford and Windsor, their two school districts and Broome County.
  • Additional benefits include public road enhancements and provision of funding to municipalities and local organizations to repair and upgrade local cultural landmarks.
